Recognizes his establishment of the Self Sufficiency/Empowerment and Micro Enterprise Development Project in 1994, which assisted in developing nearly 300 small businesses across 15 counties

Commends his 30-year career as a football and basketball referee with the GCAC and SWAC conferences, where he helped open opportunities for African Americans and women in officiating

Extends official condolences from the Mississippi Senate to his surviving family, including his wife of 50 years, Beverly Wade Hogan, and directs the resolution be presented to the family and FCM Board of Directors
