Creates a special fund in the State Treasury called the "Triple Crown Project Fund" with unexpended amounts not lapsing and all investment earnings deposited to the fund's credit.

Authorizes the Mississippi Development Authority to disburse fund monies as grants or loans for flat-rolled aluminum production facilities, biocarbon production facilities, certain other industrial facilities, and related port improvement projects.

Allows reimbursement of reasonable actual and necessary oversight costs and engineering expenses incurred by the Mississippi Development Authority, capped at 1.25% of appropriated monies.

Requires the Mississippi Development Authority to file an annual report by January 5 to the Speaker, Lieutenant Governor, Appropriations Committee chairs, Finance Committee chair, Ways and Means Committee chair, and Governor detailing grants, loans, and costs disbursed.

Transfers $81,105,000 from the Capital Expense Fund to the Triple Crown Project Fund upon the act's effective date.
