Allows foster parents, adoptive parents, or court-appointed legal guardians to enroll children in any school or school district of their choosing, regardless of the child's residence.

Applies to children placed in legal custody of the Mississippi Department of Child Protection Services, placed in qualified residential child care agencies, or adopted from such custody or agencies.

Requires school districts to accept enrollment and course registration applications by electronic means, including applications for specific schools or programs within the district.

Requires foster, adoptive, or legal guardian parents to provide proof of residence to the school district within 10 days after the relevant court order is entered.

Takes effect July 1, 2023.
