Authorizes four temporary special circuit judges for the Seventh Circuit Court District, appointed by the Chief Justice, with terms expiring December 31, 2026, to handle increased caseload.

Creates a Capitol Complex Improvement District (CCID) inferior court with municipal court jurisdiction for cases occurring within the district boundaries, with a judge appointed by the Chief Justice and compensation no less than Jackson municipal court judges.

Revises CCID boundaries effective July 1, 2024, to exclude LeFleur's Bluff State Park and adjust boundaries along the Illinois Central Railroad, Northside Drive, and Interstate 20.

Increases state sales tax diversion to the CCID Project Fund from 6% to 9% of Jackson sales tax revenue beginning August 15, 2023, for infrastructure and operational funding.

Authorizes three assistant public defenders, two assistant district attorneys, one criminal investigator, two Attorney General prosecutors, and a court administrator; requires a 911 system for the CCID and body-worn cameras for Capitol Police officers.
