Amends Section 49-7-51 to clarify that buying, selling, or offering for sale game birds, animals, or fish is unlawful except as specifically permitted by legislative action (removing reference to regulatory exceptions).

Permits specific items to be bought and sold under commission rules: deer skins and sinew, deer bone or antler products, wild turkey parts except meat, and nuisance animal parts.

Prohibits selling, purchasing, or leasing mounted game animals, birds, and fish.

Establishes Class I violation penalties: fines between $2,000-$5,000, five days jail time, and forfeiture of hunting/fishing privileges for at least 12 months, plus discretionary fines of $100 per animal/bird/fish involved.

Takes effect July 1, 2023.
