Establishes a housing repair grant program administered by the Department of Finance and Administration to provide grants up to $25,000 per household for significant home repairs.

Eligibility requirements include: at least 50% ownership of primary homestead, age 62 or older or disabled status, and annual income not exceeding $12,000 (single person) or $16,000 (two or more persons).

Creates the Mississippi Housing Repair Grant Fund in the State Treasury to receive funds, with unexpended amounts not lapsing and investment earnings dedicated to debt service on bonds.

Authorizes issuance of up to $50,000,000 in state general obligation bonds to fund the program, with proceeds transferred to the special fund.

Allocates grant funds among four congressional districts based on the proportion of residents in each district whose income falls below the federal poverty level.
