Requires the Mississippi Department of Finance and Administration to provide both short-term and long-term bicycle parking racks or stations at all government buildings and parking lots in the Capitol Complex in downtown Jackson, Hinds County.

Mandates bicycle parking at a rate of 10% of required vehicle parking spaces, with a minimum of 5 spaces each for short-term and long-term parking at every government office.

Short-term bicycle parking must use racks that support the bicycle frame at two points, allow locking of the frame and at least one wheel, accommodate both cable and U-shaped locks, be securely anchored, and provide 50% roof coverage if more than 20 spaces are provided.

Long-term bicycle parking must be secured from the public, fully enclosed on all sides to protect from weather, and include options such as bicycle lockers, rooms, cages, or attended facilities with frames secured at two points to anchored racks.
