Amends a 1944 law authorizing the State Mineral Lease Commission to convey approximately 313 acres in Hinds County to the City of Jackson for $50,000, with the property to be used for park purposes.

Specifies that a parcel in the South 1/2 of the Northwest 1/4 of Section 25 (Hinds County Tax Parcel 444-2) shall be used only for park and recreational purposes, including a hotel and conference center as incidental facilities, with the land reverting to the state if use ceases.

Reserves all oil, gas, and mineral rights to the state in perpetuity, though the state must obtain municipal consent before locating wells or mines to protect the park's use.

Requires the City of Jackson to pay the $50,000 within three months and to construct specified streets at its own expense, with streets to be completed and the park established within three years.

Directs the $50,000 payment to be deposited in the State Treasury's Building Commission Construction Fund and expended only as authorized by the Legislature.
