Establishes the Patriotic Education Grant Program to be administered by the Department of Education for teaching American history in schools.

Allocates $5,000,000 annually to the program, with funds deposited into a special "Patriotic Education Grant Fund" that carries over unspent balances to subsequent fiscal years.

Allows school districts and teachers to apply for grants to fund activities including after-school clubs, special speakers, and field trips related to American history education.

Requires teachers to obtain school district approval before applying and to specify intended uses; approved grants are issued to the school district with expenditures reported to district accounting personnel.

Directs the Department of Education to promulgate rules and regulations for program administration; effective July 1, 2023.
