Requires approval to be made on an employee-by-employee basis rather than by general order for both police chiefs and sheriffs.

Authorizes municipalities and county sheriffs to contract with third-party vendors to handle administrative procedures for private security services, with agreements limited to one-year terms.

Requires private security employers to indemnify and hold harmless the employing jurisdiction, name it as a named insured on liability policies, and cover damage to official vehicles.

Takes effect July 1, 2023.
