Requires insurers to exchange information with Mississippi Department of Human Services within 5 days of opening claims seeking economic benefits of $500 or more to verify if claimants owe child support arrears.

Authorizes MDHS to encumber and seize insurance claim payments from noncustodial parents with past-due child support obligations and request additional financial information including account numbers and balances from insurers.

Requires insurers to withhold amounts specified by MDHS from claim payments and remit withheld funds to the enforcing authority within 30 days, with withholding not to exceed the actual arrearage owed.

Grants insurers and insurance claim data collection organizations immunity from civil or criminal liability for good faith compliance with information sharing and payment withholding requirements.

Establishes a minimum fine of $1,000 for insurers that fail to comply or willfully provide false information, effective July 1, 2023.
