Prohibits state agencies, local governments, and private entities from maintaining lists, records, or registries of privately owned firearms or firearm owners, except during criminal investigations or as required by law.

Bars financial institutions from requiring use of firearms Merchant Category Code (MCC 5723) to distinguish firearms retailers from other merchants, and prohibits declining lawful transactions based solely on the firearms code assignment.

Prevents financial institutions from disclosing financial records containing firearms codes unless disclosure is required by law or based on good-faith legal compliance determination.

Authorizes the Mississippi Attorney General to investigate violations, provide written notice requiring 30-day cessation, and pursue injunctions in chancery court with civil penalties up to $10,000 per violation if violations continue after the 30-day period.

Effective January 1, 2024; allows firearms retailers and customers to petition the Attorney General for investigations of alleged violations.
