Raises the age limit for parental support obligations from 18 to 21 years old, making it a felony to willfully neglect or refuse to provide support and maintenance to a child under age 21.

First offense penalties: fine of $100-$500 or up to 5 years in Department of Corrections custody, or both; second or subsequent offense: fine of $1,000-$10,000 or 2-5 years imprisonment, or both.

Establishes a 3-year statute of limitations for prosecution that begins when the child turns 21 years old.

Creates affirmative defenses to prosecution if the child marries, joins the military, is convicted of a felony with 2+ year sentence, discontinues school after age 18 (unless disabled), establishes independent living with employment, or cohabits without parental approval.

Effective date: July 1, 2023.
