Clarifies that youth court retains original and exclusive jurisdiction over all matters related to durable legal custody after it is granted, including petitions to modify the custody.

Requires the youth court to review all dispositions and modifications of durable legal custody, removing the previous exemption from disposition review hearings for durable legal custody cases.

Specifies that the Department of Human Services is released from oversight and monitoring responsibilities once durable legal custody is granted to a custodian.

Maintains separate provisions for durable legal relative guardianship, which continues to be exempt from annual disposition review hearings but requires annual review and recertification by the Department of Child Protection Services.

Effective July 1, 2023.
