Establishes the State and School Employees Health Insurance Management Board composition and authority to administer the plan, develop strategic plans, and procure services through competitive bidding.

Requires equal state contribution of 50% for life insurance and 100% for basic health insurance for active employees initially employed before January 1, 2006, with special provisions for later hires and school district/community college employees.

Addresses certificate of need requirements for health care facilities, cancer medication coverage parity, and end-of-life treatment restrictions in health insurance plans.
