Changes simple assault punishment from mandatory ("shall") to discretionary ("may") fines of up to $500, allowing judges discretion in assessing fines for basic assault convictions.

Changes simple assault on protected persons (listed in subsection 14) from mandatory to discretionary fines of up to $1,000, while maintaining the imprisonment penalty of up to five years.

Changes simple domestic violence punishment from mandatory to discretionary fines of up to $1,000 (increased from $500), allowing judicial discretion while maintaining six-month jail term.

Does not modify sentencing requirements for aggravated assault, aggravated domestic violence, or felony-level domestic violence offenses, which retain mandatory imprisonment terms.

Takes effect July 1, 2023.
