Expands the definition of "employee" under Mississippi's State and School Employees Life and Health Insurance Plan to include contract personnel and independent contractors who work more than 30 hours per week.

Removes language from Section 25-9-120 that prohibited contract personnel from participating in the State and School Employees' Health Insurance Plan, allowing them eligibility if they meet the 30-hour weekly threshold.

Brings forward Section 25-15-15 (governing premium contributions and state funding for health insurance coverage) for possible amendment, with the section set to expire on July 1, 2026.

Maintains existing coverage provisions for active employees, including 50% state payment for life insurance and 100% state payment for basic health insurance for employees hired before January 1, 2006.

Effective date is July 1, 2023.
