Authorizes property owners in residential subdivisions platted under Section 17-1-23 to establish or amend covenants, conditions, and restrictions through majority vote, with each plat of real property entitled to one vote regardless of the number of individual owners.

Requires property owners seeking to establish or amend covenants to file a petition with the chancery court of the county where the subdivision or existing covenants are located.

Mandates notice of petition hearings be published once weekly for three consecutive weeks in a county newspaper and posted at all subdivision entrances at least 30 days before the hearing.

Allows the chancellor to enter a decree establishing or amending covenants if the petition is found to be well taken, with the decree filed with the chancery clerk and recorded in the official plat book.

Applies to both residential subdivisions without homeowners associations and those governed by homeowners associations that lack an established process for amending covenants; effective July 1, 2023.
