Adds alternative examination method for residential builders, remodelers, construction managers, specialty trade contractors, and solar contractors to obtain state licensing.

Allows applicants to obtain a license without taking the standard board examination if they are municipally/county licensed and pass a standardized exam (such as ICC), or have 5+ years of experience with required reference letters and video course completion.

Alternative licensing pathway expires December 31, 2023, after which all applicants must use standard examination procedures.

Brings Section 73-59-3 forward for possible amendment, which establishes licensing requirements and annual fees ranging from $50 to $100 for residential construction professionals.

License fees collected are deposited to the State Board of Contractors Fund for administration and enforcement, with $25 per residential builder license directed to the Construction Education Fund and Mississippi Housing Institute.
