Authorizes the Department of Revenue to issue electronic liens and titles for motor vehicles and manufactured homes, allowing liens to be electronically transmitted to the first lienholder without requiring physical certificates of title until the last lien is satisfied.

Permits designated agents to electronically transmit title application data to the Department of Revenue, with the department establishing minimum criteria and edits that must be met before data acceptance.

Allows subsequent lien satisfactions to be electronically transmitted to the Department of Revenue, with electronic lien records being admissible as evidence in civil, criminal, or administrative proceedings.

Specifies that when a motor vehicle is subject to an electronic lien, the certificate of title shall be considered physically held by the lienholder for purposes of state or federal odometer disclosure requirements.

Takes effect July 1, 2023, and brings forward sections 63-21-15 and 63-21-45 regarding motor vehicle title applications and security interests for potential future amendment.
