Lowers disability rating threshold from 75% to 100% permanent or 80% nonpermanent service-connected disability for disabled veterans to obtain two (2) motor vehicle and one (1) motorcycle license plates/tags for $1.00 annually under Section 27-19-53.

Requires veterans with 80% nonpermanent disability ratings to provide updated Department of Veterans Affairs benefits letters at renewal to confirm rating has not dropped below 80%.

Authorizes issuance of distinctive motorcycle license tags under Section 27-19-56.444 for veterans with service-connected disability ratings below 100% permanent (but not 80%+ nonpermanent), with partial ad valorem tax exemption equal to the percentage of their disability rating.

Extends surviving spouse benefits under both sections to allow unmarried spouses of deceased eligible veterans to obtain and renew the same license tags, requiring sworn statements of unmarried status.

Effective July 1, 2023, and adds conforming amendments to Section 27-51-41 regarding ad valorem tax exemptions for disabled veterans' vehicles and motorcycles.
