Establishes Housing Loan Assistance Pilot Program administered by Mississippi Development Authority to provide 1% interest loans for home repair or construction in the state's ten poorest counties.

Limits loan eligibility to residents age 65+, legally disabled persons, or those employed for preceding two years with household income not exceeding $30,000 annually who have been denied conventional loans.

Authorizes issuance of $3,000,000 in general obligation state bonds to fund the program, with bonds maturing within 25 years.

Creates Housing Loan Assistance Bond Sinking Fund to be financed primarily by $3.00 additional fees on deed and deed of trust recordings collected by chancery clerks statewide.

Implements fee increases for three periods: through December 31, 2023; January 1, 2024 through December 31, 2027; and from January 1, 2028 onward, with increases also applied to chancery clerk compensation for board of supervisors duties.
