Authorizes county boards of supervisors and municipal governing authorities to cooperatively work on projects funded by the American Rescue Plan Act (ARPA), CARES Act, or Inflation Reduction Act through written agreements recorded in their meeting minutes.

Exempts projects funded by ARPA, CARES Act, or Inflation Reduction Act from the restriction on expenditures during the final year of a board's term, allowing counties to spend funds in the last six months to meet federal spending deadlines.

Exempts agreements between counties and municipalities under this act from municipal budget restrictions that normally limit expenditures to one-fourth of budgeted items during the final term of governing authorities.

Allows tax collectors to issue or renew motor vehicle road and bridge privilege licenses if a delinquency notice results from garbage fee arrears accumulated by the previous property owner, notwithstanding existing law.

Becomes effective upon passage.
