Requires districts of innovation applicants to establish performance goals, conduct needs assessments, document community support, identify needed changes, and provide detailed rationale for any requested waivers from state law and regulations.

Maintains mandatory compliance with health/safety requirements, civil rights protections, attendance standards, graduation requirements, student performance standards, financial audits, background checks, and open records/meeting laws for all innovation schools.

Allows districts of innovation to use flexible school calendars, hire staff with alternative credentials, extend school days, establish online and alternative education programs, and permits community schools to solicit grants and donations from external sources.
