Authorizes state agencies to grant up to 6 days of administrative leave with pay within a 6-month period to state employees who are qualified members of the Mississippi Wing of the Civil Air Patrol participating in official emergency services missions.

Permits employees of public or private businesses to take leave of absence (at employer discretion) without loss of pay, rank, or efficiency rating when participating in official Civil Air Patrol emergency services missions in Mississippi or contiguous states.

Protects Civil Air Patrol employees' positions by requiring restoration to their original position or a position of equivalent seniority, status, and pay upon return, provided they remain qualified and apply for re-employment within 90 days.

Specifies that employees on Civil Air Patrol leave are not considered state employees for workers' compensation or liability purposes under Mississippi law.

Takes effect July 1, 2023.
