Creates the Mississippi USA Semiquincentennial Commission to plan, promote, and implement public celebrations and events for the 250th anniversary of American independence culminating in 2026.

Commission membership includes the Governor's First Lady (as chairwoman), Lieutenant Governor, Speaker of the House, three gubernatorial appointees (including one indigenous person), two lieutenant governor appointees, one Speaker appointee, and directors/executives from tourism, archives, and arts organizations.

Establishes the Mississippi Semiquincentennial Celebration Fund in the State Treasury to receive and expend appropriations, grants, and private donations for semiquincentennial purposes, with unexpended amounts not lapsing to the General Fund.

Prohibits elected officials and public employees serving on the commission from soliciting private funds or gifts; authorizes creation of a supporting nonprofit organization supervised by the commission to accept and expend grants and donations.

Commission must submit annual written reports to the Governor and Legislature beginning in 2024 through final report in 2027, with the commission automatically repealing on June 30, 2027.
