Establishes that state officers receiving a majority of votes at the general election shall be elected.

Requires a runoff election three weeks after the general election if no candidate receives a majority of votes, with the two candidates receiving the highest number of votes placed on the runoff ballot.

Provides that the candidate receiving a majority of votes in the runoff election shall be elected.

Allows for a three-candidate runoff if there is a tie for the second-highest vote total in the general election.

Takes effect July 1, 2023.
