Directs the Governor and Division of Medicaid to negotiate with the Centers for Medicare and Medicaid Services (CMS) for a Section 1115 waiver to expand Medicaid coverage to adults earning up to 138% of Federal Poverty Level (FPL).

Newly eligible adults would receive private market-based health coverage through at least two Qualified Health Plans (QHPs), with the state paying premiums directly to insurers.

Establishes the Mississippi Healthy Living Account, a health savings account for enrollees earning 50-138% of FPL who must make quarterly income-based contributions; cost-sharing would be capped at 2% of income for those at 50-100% FPL and 5% for those at 100-138% FPL.

Program automatically terminates if the federal contribution rate falls below 90% and includes coverage for adults without dependent children (ages 19-64), parents earning 22-138% of FPL, and transitioning current parents earning below 22% of FPL from traditional Medicaid.

Amends Mississippi Code Section 43-13-115 to add a new eligibility category (paragraph 28) for individuals eligible under the Section 1115 waiver and becomes effective July 1, 2023.
