Removes the requirement that state employees must use one day of accrued personal or compensatory leave before accessing major medical leave for illness or injury.

Maintains the exception for university faculty on nine-month contracts, who may continue using major medical leave for the first day of absence due to illness without prior conditions.

Preserves existing rules requiring physician certification for absences of 32 or more consecutive working hours and for regularly scheduled medical treatments for chronic diseases.

Effective July 1, 2023.
