Establishes the "Early Voting Act" allowing qualified electors to vote during a six-day period beginning six days before election day and continuing until 5:00 p.m. on Saturday preceding the election for all primary, general, runoff, special, and municipal elections.

Requires registrars to conduct early voting during regular business hours at their offices, with at least one additional location for every 30,000 registered county voters and 10,000 registered municipal voters; mandates offices remain open 8:00 a.m. to 5:00 p.m. on the two Saturdays immediately preceding elections.

Prohibits voters from casting in-person absentee ballots at registrar offices; limits absentee voting to mail-in ballots for qualified voters, removing the student, teacher, administrator, and work-related categories from absentee eligibility.

Requires notice of early voting hours posted in three public places at least eight days before early voting begins and establishes procedures for early voting ballot casting, verification, and counting consistent with election day procedures.

Makes conforming amendments throughout Mississippi Code to reflect early voting periods in candidate qualification deadlines, ballot preparation timelines, poll manager training requirements, and other election administration provisions.
