Legislature finds that auditing election results is necessary to ensure effective election administration and public confidence in the election process.

Secretary of State shall develop a statistical audit process with assistance of statistical experts using best practices, including audits of all ballot types conducted in public with observer access.

Following each primary, general, special, or runoff election, each county must conduct a statistical audit with races selected according to Secretary of State procedures.

Secretary of State shall promulgate rules and regulations to implement the audit requirements after consulting with statistical experts, equipment vendors, circuit clerks, registrars, and other election experts.

Legislature may request a comprehensive audit of election results at any time, including while not in session with consent of the Speaker of the House and Lieutenant Governor; effective July 1, 2023.
