• Prohibits state and local officers or employees from distributing absentee ballots or applications to persons who did not request them, and prohibits use of public funds for unsolicited distribution.

• Bans the establishment of ballot drop boxes or similar receptacles for ballot collection by state or local officials.

• Requires absentee voters to provide identification in a hidden space on the ballot envelope by submitting their Mississippi driver's license number, last four digits of social security number, or a copy of required identification.

• Establishes felony penalties of up to $5,000 fine and up to 10 years imprisonment for violations of the act's provisions.

• Exempts Armed Services absentee voting procedures (Sections 23-15-671 through 23-15-701) from the act's restrictions.
