Requires all new federal election funds received after July 1, 2023, to be appropriated by the Mississippi Legislature before dispersal by election administrators, with violations subject to a fine equal to the funds dispersed plus $1,000.

Mandates election officials provide the Legislature 30 days' notice before implementing any new federal election guidance issued after July 1, 2023, and prohibits implementation without explicit state or federal requirement, with violations subject to $5,000 fines every 30 days.

Requires state agencies and election officials to notify the Governor and Legislature within 5 business days of any communications received from the U.S. Department of Justice or other federal agencies regarding elections and voting laws, with violations subject to $500 fines per unreported communication.

Exempts federal election funds already subject to state or federal dispersal requirements as of July 1, 2023, including funds provided under the Help America Vote Act.
