Creates the "Early Voting Act" allowing qualified electors to vote early during primary, general, runoff, special, and municipal elections at the county registrar's office or additional polling places designated by election commissioners.

Establishes early voting period beginning 7 days before election day and continuing until 12:00 p.m. Saturday before election, or alternatively 15 days before election with extended hours (8:00 a.m. to 5:00 p.m. weekdays, 10:00 a.m. to 4:00 p.m. Saturday) if additional polling places are used.

Prohibits voters from casting absentee ballots in person at the county registrar's office; absentee ballots must be received and returned via mail, with limited exceptions for specific voter categories including those 65 and older, individuals with disabilities, and emergency response providers.

Requires notice of early voting hours posted in three public places at least 14 days before voting begins and mandates registrars record early votes in permanent voter registration records within 24 hours (or by Monday if voting occurs Friday-Saturday).

Makes conforming amendments to multiple election code sections to implement early voting procedures, including requirements for poll manager training, ballot preparation, candidate qualification deadlines, and campaign finance reporting timelines adjusted to early voting periods.
