HB 1320 Summary

• Establishes an "Early Voting Act" allowing qualified electors to vote in person at registrar's offices from 20 days before an election until 5 p.m. on the fifth day preceding election day for all primary, general, runoff, special, and municipal elections

• Requires registrars to maintain regular business hours for early voting and provide at least one additional early voting location per 30,000 registered county voters and per 10,000 registered municipal voters; mandates offices remain open 8 a.m. to 5 p.m. on the two Saturdays immediately preceding each election

• Modifies absentee voting eligibility by eliminating the ability to vote absentee in person at the registrar's office (except during early voting), removing student and work-related absence categories, and adding temporary out-of-county residency and emergency responder deployment as qualifying reasons

• Requires notice of early voting hours posted in three public places at least eight days before early voting begins; votes cast during early voting are final and counted simultaneously with election day votes

• Makes conforming amendments throughout election law statutes to reference early voting periods alongside election days for candidate qualification deadlines, ballot preparation, poll manager training, and other election administration requirements
