Creates the "Volunteer and Parents Incentive Program" to be implemented and administered by the State Department of Education.

Defines "at risk student" as those experiencing academic deficits (such as being behind grade level in math or reading, low test scores, or language problems) or facing social/economic challenges (such as family instability, abuse, or parental unemployment).

Defines "qualifying public school" as schools in unaccredited/provisionally accredited districts, districts with low-cost housing and high unemployment, or schools with more than 50% at-risk student populations.

Requires the State Department of Education to develop and publish "The Parents' Bill of Rights" by January 1, 2024, informing parents of children with Individualized Education Programs (IEPs) of their educational rights under federal and state law.

Mandates that school districts distribute "The Parents' Bill of Rights" publication to parents when a student qualifies for an IEP and whenever districts provide notice of procedural safeguards.
