Authorizes the State Bond Commission to issue up to $100,000 in general obligation bonds to fund infrastructure improvements for the Jackson Resource Center for Homeless Individuals.

Bonds shall be general obligations of Mississippi with full faith and credit pledge; principal and interest payable from state appropriations or State Treasury funds if necessary.

Creates a special fund designated "2023 Jackson Resource Center for Homeless Individuals Fund" within the State Treasury to receive and disburse bond proceeds for approved infrastructure projects.

Bonds may mature up to 25 years from issuance, bear interest not to exceed rates set in Mississippi Code Section 75-17-101, and must be issued by July 1, 2027.

Bond proceeds and income are exempt from state taxation; any remaining fund balance after project completion shall be applied to debt service on the bonds.
