Appropriates $100,000,000 from the Capital Expense Fund to the Board of Trustees of State Institutions of Higher Learning for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Distributes funds on a pro rata basis to eight state universities (Alcorn State, Delta State, Jackson State, Mississippi State, Mississippi University for Women, Mississippi Valley State, University of Mississippi, and University of Southern Mississippi) based on their percentage of the board's general support appropriation.

Restricts fund use to repair, renovation, or improvement of existing infrastructure, including expansion of utilities (gas, electrical, water, lighting), but prohibits construction of new buildings or campus square footage expansion.

Universities may use funds at their discretion without oversight from the Department of Finance and Administration's Bureau of Building, Grounds and Real Property Management.

Funds do not reduce or affect other state funding provided to universities through bonds or appropriations designated for future planning and capital improvements.
