Authorizes the State Bond Commission to issue up to $20,892,500 in general obligation bonds to fund Alcorn State University agriculture research and extension projects.

Bond proceeds fund five specific projects: Poultry Sciences Academic Research Center (SPARC) preplanning ($465,000) and Phase I renovation ($2,770,000), agricultural facilities upgrades ($2,270,000), Hydroponics Research and Teaching Greenhouse ($3,470,000), and STEAM Outreach Center ($11,917,500).

Creates a special "2023 Alcorn State University Agriculture Research and Extension Projects Fund" within the State Treasury to receive bond proceeds and remain separate from the General Fund.

Bonds are general obligations backed by the full faith and credit of the State of Mississippi, with principal and interest payable semiannually or annually over a maximum 25-year term.

No bonds may be issued after July 1, 2027, and the act takes effect July 1, 2023.
