Increases the state-funded minimum base salary for assistant teachers from $17,000 to $20,000 per year, effective July 1, 2023, an increase of $3,000.

Prohibits school districts from using state-funded salary increases as a substitute for local contribution funds, protecting the purpose of the state increase.

Requires school districts that fail to maintain local contribution levels equal to or greater than the prior year to pay retroactive compensation for all years of violation.

Maintains existing requirements for assistant teachers to have a high school diploma or equivalent, show proficiency in reading and writing, and work under supervision of licensed teachers in kindergarten through third grade.

Allows school districts meeting the highest accreditation standards to be exempt from certain training and assessment plan requirements.
