Requires public schools and charter schools to post instructional materials, training materials, learning materials, course syllabi, expenditures, contracts, board meeting minutes, and related information on their websites within seven days of production and retain for two years.

Mandates information be accessible within three website links, searchable by keyword, and available without registration; schools may request alternative inspection procedures for copyrighted materials not available online.

Establishes parent and student procedures to review instructional materials, object to content, and arrange alternative instruction without school district cost or academic penalty to the student.

Requires classroom teachers to provide electronic syllabi within two weeks of school term and issue new syllabi if more than 20% of course topics change; prohibits schools from contracting for proprietary materials hidden from public review.

Requires state institutions of higher education (except University of Mississippi Medical School) to post undergraduate course syllabi, instructor curricula vitae, and departmental budgets online; conduct and publish end-of-course faculty evaluations; and submit compliance reports by January 1 of odd-numbered years.
