Enacts a one-year moratorium on municipal annexations from July 1, 2023, through July 1, 2024, preventing municipalities from extending corporate limits through annexation of residential or agricultural property under their own initiative.

Allows county boards of supervisors to waive the moratorium restriction for municipalities that formally initiated annexation ordinances before July 1, 2023, if the municipality would suffer substantial and demonstrable financial injury.

Requires the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) to complete a comprehensive review of state annexation policies and submit findings and recommendations to the House and Senate Municipalities Committees by January 1, 2024.

Takes effect July 1, 2023.
