Prohibits municipal governing authorities from entering into minority set-aside contracts with minority businesses, effective upon passage of the act.

Defines "minority business" as a business owned by a majority of U.S. citizens or permanent resident aliens who are Asian, Black, Hispanic, or Native American.

Amends Section 31-7-13 of Mississippi Code to conform with the prohibition on municipal minority set-aside contracts while allowing other state agencies and governing authorities to continue using set-aside provisions (limited to 20% of anticipated annual expenditures).

Brings forward Section 31-7-1 of Mississippi Code containing definitions used throughout the public procurement chapter for possible future amendments.
