Requires the State Department of Education to establish the "A Better Chance" (ABC) Program to provide pre-kindergarten instruction via the Internet beginning in the 2023-2024 school year.

Mandates daily age-appropriate instruction and activities including downloadable educational materials based on the Mississippi Pre-Kindergarten Curriculum for children and their parents.

Requires daily real-time instruction delivered by a licensed pre-kindergarten teacher via the Internet, scheduled at no less than three different times each school day with replay access at other times.

Directs the Department of Education to develop a method to track the number of children regularly participating in the ABC Program and assess their progress.

Requires the Department to submit a report to the House and Senate Education Committees on the ABC Program's success before January 1, 2025.
