State Board of Education must promulgate a rule establishing Vision 2030 education blueprint with exclusive goals, objectives, strategies, indicators and benchmarks for public education in Mississippi.

Five exclusive goals for public education include academic achievement exceeding national/international averages (NAEP, ACT, SAT), full student preparation for postsecondary education or employment, functional literacy for all working-age adults, student health/safety and character development, and equitable education opportunities.

Nine policy-oriented objectives required include rigorous 21st century curriculum, accountability system aligned with national standards, balanced assessment process with student data management, personnel allocation tied to professional development, safe school environments, leadership development, equitable technology access, and universal prekindergarten.

Five performance-oriented objectives include first-grade readiness for all children, 50% improvement for lowest-performing students, 90% high school graduation rate, college-attendance rates in ten lowest counties reaching state average by 2025 and exceeding Southern Regional Education Board average by 5 percentage points by 2030.

Legislature establishes higher education goals focused on lifelong learning, student access regardless of socioeconomic background, economic diversification, student completion support, research innovation, and physical fitness/wellness programs, with coordinating boards and elected officials responsible for implementation oversight.
