Allows any student who reaches age six before December 31 of any calendar year to enroll in first grade at the start of the school year in which they turn six, instead of requiring a September 1 birthday cutoff.

Maintains existing kindergarten enrollment requirement that students must reach age five on or before September 1 of the school year.

Preserves existing provisions allowing out-of-state transfer students to enroll at the same grade level as their previous school if specific conditions are met.

Maintains existing restrictions on enrollment for students with expulsion records, requiring one calendar year to pass before enrollment if expelled for violence, weapons, alcohol, illegal drugs, or similar serious activities.

Effective date: July 1, 2023.
