Require all public middle schools to provide programs (directly or through partnerships with community colleges or other school districts) to prepare students for entrance to baccalaureate-granting institutions and help them meet minimum entrance requirements.

Require all public middle schools to provide programs (directly or through partnerships with community/technical colleges, skills centers, apprenticeship committees, or other school districts) for students pursuing career or work opportunities, including application of academic skills to the workplace and preparation for industry certification.

Authorize funding for middle schools that receive State Department of Education approval to provide career and technical programs in science, technology, engineering, or mathematics with hands-on, integrated academic and technical education components.

Direct the Legislature to support improvements in mathematics and science instruction through development of new learning standards, curriculum alignment, and professional development for teachers.
