Authorizes online voter registration for first-time voters in Mississippi through a secure website established by the Secretary of State in coordination with the Mississippi Department of Public Safety.

Requires applicants to have a current and valid Mississippi driver's license or photo identification card, with the online system verifying the applicant's identity, citizenship status, and eligibility to vote.

Allows rejected online applications to be appealed through the same automatic review process as paper applications, with applicants notified of specific rejection reasons.

Permits registered voters to update their name, address, or other registration information through the online system in addition to first-time registration.

Allows voters to request registration transfers online when moving within the state and requires county registrars to provide online registration instructions in public schools alongside mail-in applications; effective July 1, 2023.
