Requires all public community and junior colleges in Mississippi to waive tuition for students who graduated from a Mississippi high school, beginning with the 2023-2024 academic year.

Establishes eligibility requirements: student must be a Mississippi resident, have graduated from high school within two years, be enrolling in college for the first time (dual enrollment courses do not disqualify), and meet the college's general admission requirements.

Defines "tuition" to include semester charges, required fees, on-campus housing, meal plans, and book costs, but excludes school supplies and extracurricular fees.

Limits full-time student waivers to two years or time needed to complete an associate degree or certificate program; part-time students may receive waivers for the full length of their program.

Requires the Legislature to appropriate sufficient funding by line item in the community and junior colleges general support bill to cover the cost of tuition waivers, with appropriations calculated based on eligible student enrollment data and actual waiver costs.
