Requires municipal governing authorities to appoint election commissioners at least one year before municipal elections, with the State Board of Election Commissioners filling any vacant positions by January 31 of the election year.

Limits municipal election commission appointments to no more than one commissioner per ward and requires all appointees to submit a letter to the Secretary of State accepting the position under penalty of perjury.

Mandates that all municipal election commissioners complete a training seminar provided by the Secretary of State and satisfactorily pass a skills assessment.

Grants the State Board of Election Commissioners authority to appoint municipal election commissioners when necessary to fill vacancies.

Effective date: July 1, 2023.
